The principle of unanimity in the EU makes it impossible to make important decisions
The High Representative for the Foreign Relations and Security Policy of the European Union, Josep Borrell said that the EU should give up the principle of unanimity, which prevents important decisions at the moment when extension is on the agenda.
Borrell wrote an article regarding the results of the last week's EU Leader Summit.
"As we encourage EU enlargement, we should invest a similar effort for EU reform and our decision-making. Because the expanded EU should have the opportunity to operate more easily. It also means narrowing the volume of consensus rules in foreign policy and other areas, making more decisions with the qualified majority of votes, "Borel stated.
He pointed out that the Union took a month to accept the sixth package of sanctions to Russia at the end of May. Some of the items agreed in the European Council (such as sanction to the Patriarch of the Russian Orthodox Church Kiril) could not reflect in the final package.
"We have experienced similar dynamics in the start of accession negotiations with Northern Macedonia and Albania, where one country (Bulgaria) blocked the decision that everyone else could accept," Borrell stated.
