Filled complaints against Croatia before the European Commission

The Italian Federation of Wood and Furniture Industry FederlegnoArredo filled complaint against Croatia before the European Commission.

The complaint is submitted because the Ministry of Agriculture in Zagreb recently issued the two-year ban on the transport and export of oak logs due to the occurrence of the oak lace bug.

Similar complaints, as reported by the Poslovni dnevnik, allegedly also submitted Austria and Germany.

The Italians consider the decision of the Croatian Minister of Agriculture, Tomislav Tolusic controversial because it will not prevent the spread of this pest, but will create an obstacle that severely disturbs the trade relations of the two countries.

The Italians state that the oak lace bug was once on the blacklist of the European Plant Protection Organization, but was subsequently removed due to the inability to prevent the spread of pests with phytosanitary measures.

"The oak lace bug does not have a quarantine status and there is no need to implement phytosanitary measures at the state level," the Italians said.

They also refer to the Austrian Federal Office and Research Centre for Forests (BFW), which found that the prohibition of transport is not effective in preventing the spread of pests, because the bug hibernates below the oak crust, so that spreading is possible only during winter months by transporting untreated logs and through plants intended for planting.
